Key Competencies

• Strong understanding of climate change adaptation, climate-smart agriculture, resilient livelihoods, water security, nature-based solutions, and community-led adaptation approaches.

• Comprehensive technical expertise in Rainwater Harvesting Systems (RWHS), including system design, installation, operation, maintenance, and household- and institution-level drinking water supply.

• Excellent communication, negotiation, stakeholder coordination, and partnership development skills, with the ability to work effectively with government agencies, LGIs, communities, and development partners.

• Strong capabilities in report preparation, technical documentation, data analysis, and knowledge management.

• Proven ability to manage budgets, procurement processes, resource planning, and the supervision of civil and water-related infrastructure projects.

• Strategic and results-driven leadership with strong accountability, teamwork, coordination, and decision-making abilities.

Experience

• At least 7 years of progressive professional experience in water resource management, WASH, water engineering, or civil engineering within the NGO or development sector.

• Minimum 3 years of experience in a senior technical or managerial position, including demonstrated experience working with municipalities and community-based institutions.

• At least 3 years of relevant experience in project operations, programme implementation, monitoring, and related activities within NGO/INGO, development, climate adaptation, resilience, or environmental programmes.

Project Location: Morrelganj, Bagerhat

Contract Duration: Initially until June 30, 2027, starting from the date of joining. The contract may be extended based on satisfactory performance and availability of funding.

Job Purpose

Provide senior technical leadership in the planning, design, implementation, and supervision of household- and institution-level Rainwater Harvesting Systems (RWHS) for safe drinking water. The role will also oversee surface water restoration initiatives, including canal and pond excavation or re-excavation for agricultural, livestock, and biodiversity needs.

The position will lead the implementation of integrated water resource management interventions in coastal and climate-vulnerable areas of Bangladesh, ensuring technical excellence, long-term sustainability, community participation, and effective coordination with government authorities and local stakeholders.

Key Responsibilities

• Manage and supervise the Regional Adaptation Clinic to ensure efficient, high-quality, and results-focused operations while making effective use of infrastructure, equipment, vehicles, digital systems, and other resources.

• Provide technical leadership in the planning, design, implementation, and supervision of Rainwater Harvesting Systems (RWHS), pond and canal restoration, and other climate-resilient water infrastructure.

• Conduct technical assessments and feasibility studies, prepare engineering designs, technical specifications, BoQs, and provide procurement support and construction supervision while maintaining quality, cost efficiency, sustainability, and compliance with relevant standards.

• Assess and prioritise integrated water resource management initiatives based on community requirements, climate vulnerability, technical feasibility, environmental considerations, and programme objectives.

• Prepare and supervise regional work plans, budgets, procurement strategies, implementation timelines, monitoring activities, quality assurance processes, MIS reporting, and evidence-generation initiatives.

• Establish and maintain effective collaboration with government agencies, Local Government Institutions (LGIs), research organisations, development partners, and other relevant stakeholders while promoting knowledge exchange, innovation, learning, and climate adaptation planning.

• Ensure adherence to organisational policies, donor requirements, safeguarding standards, environmental and social safeguards, GESI principles, and financial control procedures. Prepare high-quality reports, technical documents, case studies, and management updates as required.

Safeguarding Responsibilities

• Promote and ensure the safety and protection of programme participants, staff, and individuals interacting with the organisation from harm, abuse, neglect, harassment, exploitation, and sexual exploitation and abuse (SEA).

• Provide guidance, support, and technical expertise to team members to help establish and maintain a safe and respectful working environment.

• Promote awareness and compliance with BRAC’s safeguarding policies and ensure safeguarding standards are incorporated into all programme activities and decision-making processes.

• Follow the established safeguarding reporting procedures whenever a reportable incident occurs and encourage team members to report concerns through the appropriate channels
