Assistant Project Officer (WASH) - Humanitarian & Resilience Programme

Project Implementation – 60%

• Supervise the technical implementation of WASH and small-scale infrastructure activities in assigned project areas.
• Identify appropriate sites and beneficiaries in line with project proposals and obtain required approvals.
• Conduct feasibility assessments, prepare designs, cost estimates, specifications, BOQs, and support contracting processes.
• Ensure compliance with relevant standards, regulations, budgets, timelines, and quality requirements.
• Conduct technical, environmental, and community assessments and support Disaster Risk Reduction activities.
• Coordinate with project teams, communities, local authorities, and stakeholders during project implementation.
• Promote community participation and ensure inclusion of marginalized and vulnerable groups.
• Support safeguarding, child protection, gender sensitivity, complaints, and feedback mechanisms.
• Assist with food security, livelihood, construction, and Cash for Work activities as required.
• Prepare bills, verify vouchers, conduct post-measurements, and support project expenditure management.
• Develop KOBO questionnaires, screen collected data, and prepare beneficiary/final lists.
• Facilitate hygiene promotion, caretaker training, awareness sessions, and community consultations.

Monitoring – 10%

• Track project progress and ensure activities meet required quality standards.
• Supervise community-level construction and WASH interventions.
• Conduct post-measurement and prepare documentation for final bill processing.
• Perform basic field-based water quality testing.
• Monitor materials, work quality, and implementation progress and report findings to management.

Capacity Building – 10%

• Conduct training for water-well caretakers to promote sustainable facility management.
• Provide technical training to contractors and masons on designs, specifications, and construction standards.
• Arrange refresher and hands-on training for households and community members.
• Facilitate hygiene promotion and community-level awareness sessions.
• Support training activities related to livelihood, food security, and protection.

Networking & Coordination – 10%

• Develop communication materials such as photographs, case studies, and project success stories.
• Support inception meetings and formation of Project Implementation Committees (PIC).
• Facilitate necessary NOCs and coordinate with local authorities and stakeholders.
• Coordinate with DPHE and other relevant agencies for WASH interventions.
• Participate in coordination, phase-out, and lesson-learning meetings.
• Represent Islamic Relief Bangladesh in relevant local coordination forums.

Reporting & Documentation – 5%

• Assist in preparing monthly, quarterly, interim, and final project reports.
• Compile project progress information and maintain accurate documentation.
• Organize and archive project records in both physical and electronic formats according to organizational guidelines.

Other Duties – 5%

• Participate in seasonal humanitarian programs such as Ramadan, Qurbani, and Winterization activities.
• Ensure procurement and expenditure comply with organizational policies.
• Maintain stock, inventory, and other project registers properly.
• Support procurement processes, requisitions, and follow-ups.
• Help ensure the safety and security of project staff and participants.
• Travel frequently to remote project locations as required.
• Perform other duties assigned by the supervisor.
