Technical Monitoring & Mobilization Officer

 

• Minimum 5 years of relevant experience in WASH, sanitation, FSM, solid waste management, or related development projects.

• Experience in FSTP O&M, technical monitoring, construction supervision, or sustainability planning will be preferred.

• Knowledge or practical experience in Black Soldier Fly (BSF), composting, integrated waste management, or private-sector engagement will be an added advantage.

• Proficiency in MS Office, mWater/MIS, AutoCAD/CAD, BOQ preparation, and technical documentation.

• Strong skills in coordination, facilitation, communication, reporting, and stakeholder management.

Job Purpose

The Technical Monitoring & Mobilization Officer will oversee technical monitoring, FSTP O&M support, data management, community mobilization, stakeholder coordination, and sustainability activities. The role will also support Municipal Integrated Waste Management and private-sector engagement, particularly for the Sakhipur and Saidpur FSTPs, in coordination with the Project Coordinator, project team, and donor.

Key Responsibilities

Technical Monitoring & FSTP Support

• Monitor FSTP construction, renovation, O&M, quality, safety, and compliance with approved designs, SOPs, and project standards.

• Provide technical guidance and mentoring to FSTP operators to strengthen operational sustainability.

• Support composting and BSF demonstration activities and provide technical orientation to operators.

• Assist in updating SOPs, including AMR-sensitive provisions.

• Conduct technical monitoring visits and support sustainability verification and exit-readiness assessments.

Monitoring, Data & Reporting

• Maintain and update mWater/MIS databases while ensuring data accuracy, quality, and integrity.

• Track WASH, FSM, and FSTP indicators and prepare technical progress reports and updates.

• Maintain monitoring records, supporting evidence, and project closeout documentation.

Municipality, Community & Stakeholder Engagement

• Coordinate with municipalities, DPHE, LGED, DAE, and other relevant stakeholders.

• Facilitate hygiene reinforcement activities and youth–municipality review meetings.

• Support public accountability initiatives and FSTP-related stakeholder visits.

• Provide technical guidance to youth volunteers and relevant stakeholders.

Integrated Waste Management & Private-Sector Engagement

• Support the implementation of Municipal Integrated Waste Management initiatives.

• Provide technical inputs and facilitation support for private-sector engagement.

• Assist in identifying, coordinating, consulting, and engaging relevant private-sector stakeholders.

• Facilitate technical discussions and partnership opportunities related to FSTP services, resource recovery, O&M, and sustainable business models, particularly for Sakhipur and Saidpur FSTPs.

Capacity Building

• Organize and facilitate technical orientations and training sessions for FSTP operators, municipal staff, youth volunteers, and other stakeholders.

• Provide on-site coaching on FSTP O&M, FSM, monitoring, data management, and safety practices.

Other Responsibilities

• Perform any other relevant duties assigned by the Project Coordinator/Focal Person of the Project.
