Safeguarding & Ethical Compliance

This position involves working with vulnerable children and sensitive child protection data. The selected candidate must strictly comply with Human Relief Foundation safeguarding, confidentiality, data protection, and PSEA/SEA-SH policies. Any violation of ethical or safeguarding standards may result in disciplinary action, including termination.

 
 

Responsibilities & Context

Human Relief Foundation (HRF), Bangladesh is preparing for an anticipated donor-funded Community-Based Child Protection Project aimed at strengthening and reactivating Community-Based Child Protection Committees (CBCPCs) across Rohingya camps and selected high-risk districts in Bangladesh.

The project supports Government-led child protection systems through community coordination, volunteer mobilization, safeguarding compliance, referral mechanisms, monitoring, documentation, and evidence-based reporting. The Team Leader will provide overall leadership, operational oversight, coordination, and quality assurance across all project components.


Purpose of the Position

The Team Leader will lead the planning, implementation, coordination, monitoring, reporting, and quality assurance of the CBCPC strengthening project. The role ensures full compliance with national SOPs, donor requirements, safeguarding/SEA-SH standards, and HRF policies, while maintaining a facilitative approach that supports—not replaces—government-led child protection systems.


Key Responsibilities

Project Leadership & Implementation

The Team Leader will provide overall leadership in implementing project activities according to approved plans, budgets, donor requirements, and organizational policies. This includes developing detailed implementation plans, staffing structures, rollout schedules, risk mitigation plans, and monitoring systems. The role ensures timely delivery of CBCPC strengthening activities, volunteer mobilization, referral coordination, and reporting outputs while maintaining consistency across all field locations.


Technical & Operational Coordination

The position ensures effective coordination with Child Protection, safeguarding teams, and government stakeholders to align with national SOPs and referral pathways. The Team Leader will support CBCPC functionality by ensuring inclusive membership, regular meetings, documented action plans, and strong service linkages. Coordination will also be strengthened among CBCPCs, DSS social workers, RCPP teams, camp authorities, and service providers.


Team Management & Supervision

The role supervises and mentors project teams including MEAL, MIS, safeguarding, GBV, complaint response, and field staff. The Team Leader ensures clear accountability structures, effective communication, and regular coordination meetings. The role promotes a safe, inclusive, and safeguarding-compliant working environment across all teams.


Government, Donor & Stakeholder Coordination

The Team Leader acts as the main operational focal point for coordination with donors, government agencies, DSS, MOWCA, RCPP teams, camp authorities, and protection actors. The role includes representing Human Relief Foundation in technical and coordination forums while ensuring its role remains supportive of government-led child protection systems.


MEAL, MIS & Reporting

Working closely with MEAL and MIS teams, the Team Leader ensures proper tracking of indicators, outputs, and deliverables. The role ensures data accuracy, dashboard utilization, documentation quality, and confidentiality compliance. It also reviews and validates progress reports and donor submissions and supports evidence-based reporting and payment documentation.


Safeguarding, SEA/SH & Risk Management

The position ensures full compliance with safeguarding, PSEA/SEA-SH, and confidentiality standards. It oversees complaint mechanisms, GBV risk mitigation, and accountability systems. The role also conducts regular risk assessments and ensures timely escalation of any safeguarding, fraud, or misconduct issues.


Financial & Administrative Oversight

The Team Leader coordinates with finance teams to ensure budget control, expenditure tracking, and donor compliance. It also supports financial documentation, logistics management, and efficient use of field resources, including transport and equipment.
