Additional Requirements
- Minimum 3 years of relevant experience in designing, developing, and managing information systems and databases for humanitarian or development programmes.
- Strong proficiency in data management and analysis tools, including MS Excel, MS Access, SQL Server, Power BI, Tableau, and similar applications.
- Good understanding of GFA programme objectives, activities, indicators, data requirements, and reporting standards.
- Excellent analytical, problem-solving, communication, and reporting skills.
- Strong attention to detail with a high level of commitment to data quality, accuracy, and integrity.
- Ability to work effectively both independently and collaboratively within a team.
- Capable of working efficiently under pressure while meeting strict deadlines.

Responsibilities & Context
Job Purpose
The Senior M&E and MIS Officer will support effective monitoring, accountability, transparency, and data management for the General Food Assistance (GFA) programme. The role will ensure reliable information systems, accurate beneficiary data, quality reporting, effective communication with affected communities, and compliance with WFP and programme standards. The position will also contribute to safeguarding, inclusion, and operational accountability at camp and block levels.
Key Responsibilities
MIS & Data Management

Design, develop, and maintain information management systems and databases for the GFA programme using appropriate software and digital tools.

Ensure the accuracy, completeness, consistency, quality, and timely availability of programme data through regular validation, verification, and data-cleaning activities.

Establish and maintain appropriate data security, confidentiality, and backup mechanisms to protect programme information.
-
Prepare and disseminate regular and ad-hoc reports on programme performance, outcomes, and impact using dashboards, charts, graphs, tables, and other data visualization methods.

Provide technical guidance and support to programme staff and partners on data collection, entry, management, analysis, and utilization.

Train and supervise data entry personnel and ensure compliance with established data management standards, procedures, and protocols.

Coordinate with MIS and IT teams to ensure proper integration and alignment of GFA information systems with other organisational systems.
Monitoring & Evaluation

Monitor and assess the progress, quality, outcomes, and impact of programme activities and provide timely feedback and recommendations to programme management and relevant stakeholders.

Design and implement appropriate M&E activities, including programme analysis, surveys, special studies, and evaluations.

Support or lead evaluation teams and coordinate effectively with external evaluation consultants when required.

Develop scopes of work and coordinate closely with programme staff, partners, and other key stakeholders throughout the evaluation process.

Oversee the collection, analysis, interpretation, and tracking of programme data to support evidence-based decision-making.

Identify and document lessons learned, best practices, findings, and key programme deliverables and ensure their effective dissemination.

Provide analytical insights and recommendations to strengthen programme implementation, accountability, quality, and overall performance.
