Job Context

Nazrul Smriti Sangsad (NSS) is a non-governmental, humanitarian organization established in 2000. It has been working to improve the lives of disadvantaged men, women, children, youth, marginalized communities, and persons with disabilities. NSS operates as a non-profit, non-political organization with a strong commitment to child protection and gender sensitivity.

NSS will implement a project titled “Protocols and Trigger-based Institutional Systems for Timely Humanitarian Anticipatory Actions (PROTISTHAA)”, funded by ECHO and carried out in collaboration with Action Against Hunger (ACF). The project aims to ensure timely, high-quality, and effective delivery of anticipatory humanitarian interventions in climate-vulnerable coastal districts—Barguna, Patuakhali, and Bhola—from May 2026 to March 2028.

To support this initiative, NSS is looking for a qualified Project Officer – Reporting and Monitoring who will be responsible for field-level implementation. The position will be based in Amtali, with frequent travel to project sites, and will require close coordination with local administration, government bodies, and other stakeholders.

Job Location: Barguna, Patuakhali, and Bhola Districts

Key Responsibilities

The Project Officer – Reporting & Monitoring will collaborate closely with program teams to ensure effective monitoring, accurate data management, and timely reporting of project activities. The role will particularly focus on tracking anticipatory action systems, early warning dissemination, and trigger-based response mechanisms, while also generating insights to support adaptive program decisions.

MEAL System Strengthening and Implementation

• Assist in developing and implementing the MEAL framework, tools, and systems in alignment with project needs.
• Design and maintain indicator tracking systems, data collection tools, and reporting formats.
• Ensure MEAL systems are well-integrated across all project components and partner organizations.
• Provide guidance to field teams on the proper use of MEAL tools, indicators, and reporting processes.
• Support alignment of MEAL practices with donor requirements and organizational standards.

Monitoring and Data Collection

• Organize regular monitoring visits, data collection activities, and field verification processes.
• Track project outputs, outcomes, and key performance indicators accurately.
• Assist in conducting baseline, midline, endline, and other periodic assessments.
• Monitor implementation of trainings, awareness campaigns, infrastructure work, service delivery, and community engagement activities.
• Maintain updated beneficiary records and documentation of services and interventions.

Data Quality Assurance and Management

• Ensure data accuracy, consistency, and reliability through proper validation and verification methods.
• Conduct routine data quality checks and spot verifications.
• Support the development and maintenance of digital databases and data systems.
• Ensure proper documentation and storage of Means of Verification (MoV).
• Identify data gaps and contribute to corrective measures when needed.

Evaluation and Assessment

• Support the planning and execution of project evaluations, including post-distribution monitoring (PDM), outcome, and impact assessments.
• Assist in designing tools, methodologies, and data collection approaches for assessments.
• Analyze findings and contribute to the preparation of evaluation reports.
• Facilitate external evaluations, research studies, and consultancy work when required.

Accountability and Feedback Mechanism

• Establish and manage community feedback and complaint response mechanisms (CRM).
• Ensure timely collection, documentation, and resolution of beneficiary feedback.
• Promote transparency and accountability throughout project implementation.
• Integrate community feedback into program improvements.

Learning, Documentation, and Reporting

• Analyze data to generate insights, lessons learned, and evidence for decision-making.
• Support preparation of monthly, quarterly, and annual reports.
• Contribute to learning documents, case studies, and knowledge products in coordination with the Knowledge Management team.
• Facilitate learning and reflection sessions with project staff and stakeholders.
• Document best practices, success stories, and lessons learned systematically.

Capacity Building and Support

• Provide training and orientation to staff and partners on MEAL systems and tools.
• Support field teams and partners in data collection, reporting, and use of digital platforms.
• Strengthen staff capacity in data quality assurance, analysis, and reporting standards.

Contacts and Key Relationships

The Project Officer – Reporting and Monitoring will report to the Project Coordinator and work closely with field teams, NSS senior management, and the ACF team.

The role will also involve regular coordination with local government representatives, district and sub-district health officials, community clinic staff, and other relevant stakeholders.
