The Project Manager will be fully accountable for planning, operating, monitoring, and coordinating all project activities, as well as managing the project’s financial operations within the approved budget. Reporting directly to the Project Focal Person, the manager will participate in all government-related meetings and ensure full compliance with government regulations in the project area.

General Management

• Ensure effective and high-quality implementation of the project, focusing on the development of Targeted Vision Centers, base hospitals, community clinics, and private service providers, with special emphasis on inclusivity for persons with disabilities and vulnerable groups.

• Produce comprehensive quarterly and narrative reports aligned with CBM policies.

• Initiate and support the functioning of local committees related to eye health services within the government framework.

• Facilitate skill development and organizational strengthening of Organizations of Persons with Disabilities (OPDs).

• Oversee adherence to all project policies, procedures, laws, and regulations regarding implementation, financial management, and monitoring and evaluation.

• Maintain regular communication and build strong relationships with stakeholders such as local administration, health and social welfare departments, peer organizations, and influential community members.

• Promote a safe and healthy work environment, ensuring preventive measures against child abuse, gender-based violence, sexual exploitation and abuse, and safeguarding violations as per organizational policies.

• Foster team cohesion and manage project resources efficiently, enhancing program management capacity among team members.

• Provide strategic guidance and mentorship to Upazilla Coordinators, ensuring their activities align closely with project objectives.

• Identify and mitigate risks to achieving project goals, taking appropriate corrective actions as needed.

• Carry out any additional tasks assigned by the organization or donor agency.

Financial Management & Reporting

• Manage grants and develop detailed work plans, spending forecasts, and procurement schedules.

• Prepare and submit timely internal and external reports using CODEC and donor formats.

• Ensure robust implementation of Monitoring and Evaluation (M&E) systems throughout the project lifecycle.

• Oversee the project budget, monitor expenditures for compliance with CODEC and donor regulations, review monthly budget versus actuals, and collaborate with finance staff for accurate financial reporting.

People Management

• Provide direction and supervise staff to ensure the timely and quality implementation of work plans.

• Support the development and engagement of OPDs.

• Build strong relationships with OPD CEOs and members.

• Strengthen OPD capacities in advocacy, inclusiveness, financial management, networking, and gender-responsive, inclusive development.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

• Develop and implement a MEAL plan for project activities.

• Monitor adherence to grant work and spending plans and ensure timely submission of donor and management reports.

• Conduct quality control and site visits to verify that project activities comply with best practices.

Coordination and Representation

• Coordinate with local government authorities, health departments, and administration.

• Establish and maintain good relations with local eye health service providers.

• Adhere strictly to WHO guidelines on vision care and policies related to protection from sexual exploitation and abuse.
