Responsibilities & Context

Human Relief Foundation (HRF), Bangladesh is implementing an anticipated donor-funded Child Protection Systems Strengthening Project focused on reactivating and strengthening Community-Based Child Protection Committees (CBCPCs) across Rohingya camps and high-risk districts in Bangladesh.

The project aims to support government-led child protection systems through community coordination, volunteer mobilization, safeguarding compliance, referral mechanisms, monitoring, documentation, and evidence-based reporting.

The organization is currently seeking an experienced MIS Manager based primarily in Dhaka with extensive field travel responsibilities.


Purpose of the Position

The MIS Manager will be responsible for designing, developing, implementing, and maintaining a secure and user-friendly Management Information System (MIS) for the project. The role ensures accurate, validated, and up-to-date data for operational management, MEAL reporting, and donor compliance.

The position also ensures strict data protection and safeguarding compliance, especially in handling sensitive information, including Personally Identifiable Information (PII) and child protection-related data.


Key Responsibilities

MIS System Design & Database Management

  • Design and manage MIS architecture for CBCPCs, volunteers, and field activities.
  • Develop coding systems, unique IDs, data structures, and validation rules.
  • Maintain a centralized database covering 12,000+ CBCPC records.
  • Enable automated reporting by location, committee status, and indicators.

Digital Data Collection Systems

  • Develop digital data collection tools using platforms such as KoboToolbox, ODK, or Google Forms.
  • Design forms for mapping, volunteer tracking, meetings, training, and referrals.
  • Ensure data quality using validation rules, skip logic, GPS tagging, and duplication checks.
  • Train field staff and MIS officers on data collection systems.

Dashboards & Reporting

  • Develop real-time dashboards for monitoring and decision-making.
  • Track CBCPC functionality, training progress, volunteer coverage, and field activities.
  • Provide dashboard summaries for management and technical teams.
  • Analyze data to identify gaps, delays, and underperformance.

Data Quality Assurance

  • Implement data cleaning, validation, and verification systems with MEAL teams.
  • Conduct routine checks for errors, duplicates, and inconsistencies.
  • Produce data quality reports and corrective action plans.
  • Support donor reporting validation processes.

Data Security & Protection

  • Ensure secure storage, access control, and data backups.
  • Implement strict data protection protocols for sensitive child-related data.
  • Manage user access roles and confidentiality standards.
  • Prevent unauthorized access, misuse, or data loss.

Reporting & Donor Deliverables

  • Prepare datasets, dashboards, and summaries for reporting.
  • Support donor compliance reporting with verified data.
  • Generate updated lists of CBCPCs, volunteers, meetings, and referrals.
  • Ensure timely reporting aligned with project indicators.

Field Support & Troubleshooting

  • Provide technical support to field teams and MIS staff.
  • Resolve issues related to forms, syncing, and system errors.
  • Conduct field visits for capacity building and troubleshooting.
  • Develop user manuals and training materials.

MEAL & Safeguarding Integration

  • Align MIS systems with MEAL frameworks and indicators.
  • Ensure anonymized handling of complaint and feedback data.
  • Support safeguarding, PSEA, and Do No Harm compliance.

Knowledge Management

  • Maintain structured digital repositories of tools and datasets.
  • Ensure version control for forms and dashboards.
  • Document lessons learned and system improvements.
