Head of Engineering/ Construction

Zubion is seeking an experienced, strategic, and results-driven Head of Engineering to lead the planning, execution, governance, and delivery of multiple landmark high-rise residential and commercial construction projects. The successful candidate will oversee multidisciplinary teams throughout every project phase, from structural construction to premium finishing and final handover. Key responsibilities include managing project scope, schedules, budgets, quality, safety, risks, regulatory compliance, and stakeholder relationships while ensuring technical excellence, efficient resource utilization, cost optimization, and client satisfaction in accordance with Zubion’s organizational values and operational standards.

Key Responsibilities

Strategic Leadership & Operational Governance

• Lead and oversee the end-to-end execution and delivery of assigned high-rise residential, commercial, and mixed-use construction projects.

• Establish departmental objectives, annual operational plans, and standardized management systems, including SOPs, to improve efficiency and accountability.

• Promote innovation by introducing advanced technologies, modern construction methods, and improved engineering practices.

• Provide strategic, technical, and operational recommendations to senior management and the Managing Director.

Project Planning, Execution & Monitoring

• Develop, establish baselines for, and monitor master project schedules and work plans using appropriate project management tools.

• Optimize the allocation of manpower, construction materials, machinery, and equipment to achieve cost and time efficiency.

• Oversee daily site operations, covering deep excavation, shoring and protection, structural construction, premium finishing, and final commissioning.

• Guide and supervise Project Managers (PMs), Project-in-Charges (PICs), Project Engineers (PEs), Deputy and Assistant Project Engineers, and other technical personnel through regular site visits and performance evaluations.

• Identify potential delays, conduct root-cause analyses, and implement corrective and recovery plans to maintain project timelines.

Technical Supervision & Quality Assurance (QA/QC)

• Ensure compliance with approved architectural drawings, structural designs and calculations, MEP plans, and material specifications throughout construction.

• Establish and implement comprehensive Quality Assurance and Quality Control (QA/QC) systems to monitor construction quality, prevent defective workmanship, and reduce material wastage.

• Ensure compliance with applicable national and international building codes and technical standards, including BNBC, ACI, and ASTM.

• Review and verify technical documents, shop drawings, laboratory test results, and inspection reports to ensure accuracy and practical feasibility.

Cost Control, Financial Governance & BOQ Management

• Develop, review, and monitor project-specific construction budgets, cash flow forecasts, and material variance reports to maximize profitability.

• Evaluate Bills of Quantities (BOQs), rate analyses, comparative statements, tender documents, and contractor proposals.

• Verify contractor running bills, certified site measurements, variation claims, and petty cash expenditures to prevent overbilling and unauthorized costs.

• Implement value engineering initiatives and maintain strict financial discipline, cost transparency, and budgetary control.

Safety, Environmental & Regulatory Compliance

• Enforce site safety procedures, environmental standards, and occupational health requirements to maintain a safe, zero-harm working environment.

• Supervise the safe operation and regulatory compliance of heavy construction equipment, including rotary drilling rigs, tower cranes, and passenger hoists.

• Coordinate with RAJUK, fire services, and relevant regulatory authorities to obtain required inspections, permits, and statutory approvals on time.

• Investigate major safety incidents, implement preventive measures, and immediately stop unsafe or non-compliant work practices.

Stakeholder Coordination & Vendor Management

• Ensure effective coordination among Finance, Design and Architecture, MEP, Procurement, CXD, HR, and other departments to resolve operational challenges.

• Oversee contractor, subcontractor, consultant, and supplier selection, rate negotiations, contract administration, and performance assessments.

• Maintain professional relationships with landowners and joint venture partners regarding technical, construction, and operational matters.

• Resolve construction-related disputes, contractual disagreements, and operational conflicts efficiently and professionally.

Team Leadership, Risk Management & Final Handover

• Lead, mentor, and develop a high-performing technical team by setting individual performance targets and identifying training and development needs.

• Identify, assess, and mitigate construction, operational, financial, and supply chain risks to protect project schedules, budgets, and quality standards.

• Oversee project completion readiness, testing and commissioning of building utilities, defect identification, and snag rectification.

• Ensure the proper preparation and compilation of as-built drawings, test records, warranties, and other handover documents for residential and commercial clients.

• Prepare and present comprehensive performance analyses, management dashboards, and consolidated project progress reports to senior leadership.
