Data Management Specialist

 

• Minimum 2 years of relevant experience in Data Management, MIS, Database Management, Monitoring, Reporting, or related fields.

• Ability to perform database performance tuning and optimization.

• Strong proficiency in Microsoft Excel, including formulas, data cleaning, validation, pivot tables, and reporting.

• Knowledge of IBAS++ and/or World Bank Client Connection will be preferred.

• Strong analytical, organizational, and data management skills with excellent attention to detail.

• Experience with Power BI, dashboard development, Web Development, Cloud ERP, or Software Development will be an advantage.

• Experience working on World Bank/Development Partner-funded projects, particularly in livelihoods, social protection, disaster response, or community development, is preferred.

• Additional experience in Web Development, Cloud ERP Systems, or Software Development will receive preference.

Plan International Bangladesh is an independent development and humanitarian organization working to advance children’s rights and gender equality, with a particular focus on girls and vulnerable children. With over three decades of work in Bangladesh, the organization supports initiatives related to child protection, education, health, hygiene, and community development.

Since 2017, Plan International has also been responding to the Rohingya refugee crisis in Cox’s Bazar, focusing on child protection, inclusive education, and improved hygiene and sanitation. As part of its ongoing work in Bangladesh, the organization is seeking a Data Management Specialist to support its data-related operations and programs.

The Bangladesh Sustainable Recovery, Emergency Preparedness and Response Project (B-STRONG), funded by the World Bank, aims to support flood recovery, strengthen disaster resilience, and protect livelihoods through resilient infrastructure, livelihood recovery, community preparedness, agricultural restoration, and improved project management.

Under the Community Recovery and Resilience to Disasters component, the Department of Disaster Management (DDM) is implementing EGPP+ across 10 Upazilas in Feni, Brahmanbaria, and Chattogram to provide temporary employment and income support to flood-affected and vulnerable households.

The Data Management Specialist will establish and manage the project’s Data Management and MIS function, ensuring proper collection, verification, digitization, maintenance, and reporting of beneficiary, sub-project, attendance, and payment-related data. The role will focus on data quality, validation, accuracy, completeness, and timely reporting while supporting evidence-based project monitoring and decision-making.

Key Responsibilities

• Establish, manage, and maintain an effective Data Management and MIS system for EGPP+.

• Coordinate the collection, entry, verification, digitization, and management of beneficiary, sub-project, attendance, and payment data.

• Implement appropriate data validation, quality control, and data management procedures.

• Analyze primary and secondary data and prepare data summaries, reports, and project information.

• Provide timely and reliable data to the Team Leader and Project Implementation Unit (PIU) for monitoring, reporting, and decision-making.

• Provide technical guidance to Data Entry Operators and field teams on data management and MIS processes.

• Support capacity building of field and data-entry teams and assist in resolving data discrepancies and related issues.

• Maintain data usability and ensure information is accurate, consistent, complete, and up to date.

• Provide intensive data management support across Feni, Brahmanbaria, and Chattogram, including regular travel to relevant Upazilas and field implementation areas.
