Responsibilities & Context

Beneficiary Identification and Management

  • Carry out category-based beneficiary identification for the General Food Assistance (GFA) Programme in line with approved eligibility criteria and World Food Programme (WFP) active beneficiary lists.

  • Review, verify, and validate WFP-provided beneficiary data to ensure accuracy, eligibility, and compliance with programme requirements.

  • Lead and support beneficiary inclusion processes to identify newly eligible households in accordance with approved criteria, SOPs, and coordination frameworks.

  • Lead and support beneficiary exclusion processes, including verification of ineligible, duplicate, or no-longer-eligible households, in coordination with relevant technical teams.

  • Ensure all inclusion and exclusion decisions are transparent, evidence-based, and aligned with approved programme standards.

  • Maintain complete documentation, approvals, and justification records for all inclusion and exclusion actions.

Inclusion and Exclusion Exercises

  • Plan, coordinate, and supervise field-level beneficiary inclusion and exclusion activities to ensure timely and effective implementation.

  • Facilitate community-based verification and validation to identify newly eligible households and confirm beneficiary status.

  • Coordinate verification and assessment processes for disputed, duplicate, or ineligible cases in collaboration with Programme, MEAL, Protection, and CFM teams.

  • Ensure exclusion procedures follow due process, accountability, and protection principles, minimizing risks to affected populations.

  • Document outcomes and ensure beneficiary records and databases are updated promptly.

Coordination and Communication

  • Support beneficiary identification and management activities through close collaboration with Programme, MEAL, Protection, and Complaints and Feedback Mechanism (CFM) teams.

  • Ensure beneficiaries are adequately informed about inclusion and exclusion processes, criteria, and outcomes using approved communication and community engagement channels.

Database and Information Management

  • Maintain and regularly update beneficiary databases to ensure data accuracy, completeness, and integrity.

  • Support data cleaning, reconciliation, and alignment with WFP systems and internal organizational records.

  • Ensure safe handling, confidentiality, and protection of beneficiary data in compliance with data protection and information security standards.

Beneficiary Referral and Follow-up

  • Identify beneficiaries requiring referral to relevant services in line with programme objectives.

  • Coordinate referrals with internal teams and external partners as necessary.

  • Conduct follow-up on referrals to track outcomes and document results for reporting and accountability.

Emergency Preparedness and Response

  • Prepare, update, and maintain beneficiary master lists and disaggregated datasets for emergency response purposes.

  • Ensure beneficiary databases remain accurate and readily available to support rapid emergency response.

  • Coordinate with Programme and relevant teams to support emergency beneficiary verification, targeting, and response planning.

Safeguarding, Protection, and Compliance

  • Ensure strict adherence to WVB safeguarding policies to protect beneficiaries and staff from harm, abuse, exploitation, and harassment.

  • Promote safeguarding principles, including Gender Mainstreaming, Protection, Prevention of Sexual Exploitation and Abuse (PSEA), and Accountability to Affected Populations (AAP).

Coordination and Reporting

  • Work closely with Programme, MEAL, Protection, and CFM teams to ensure coordinated implementation of GFA activities.

  • Participate in coordination meetings, field reviews, and programme planning sessions as required.

Ad-hoc Responsibilities

  • Provide support to other sectors and teams as needed, adapting to changing operational contexts.
