Responsibilities & Context

BRAC is an international development organization founded in 1972 that works with people living in poverty and inequality to create opportunities for sustainable development.

The Referral Assistant will act as BRAC’s focal point at the IOM Referral Hub in Cox’s Bazar Sadar Hospital, supporting patient referral management, coordination with IOM and hospital authorities, financial documentation, and compliance with organizational procedures.


Key Responsibilities

Patient Admission Support

The Referral Assistant will assist referred patients from camp PHCs in completing hospital admission procedures at tertiary facilities, ensuring smooth access to timely medical care.


Coordination with Stakeholders

The role involves close coordination with Sadar Hospital staff, IOM personnel, and BRAC field teams to ensure timely admission, treatment continuity, and referral follow-up.


Record Management

The position is responsible for maintaining accurate and up-to-date records of referred patients, including admission details, treatment progress, and referral outcomes.


Financial Documentation

The Referral Assistant will:

  • Prepare and manage patient billing documentation (medicine, laboratory, meal, and other expenses)
  • Maintain a petty cash book for daily patient meals and related expenses
  • Collect and organize financial documents for submission to the accounts department
  • Ensure compliance with audit and financial policies

Referral Liaison Role

The role acts as a communication bridge between PHCs, tertiary hospitals, IOM, and BRAC teams to ensure smooth referral operations. It also provides regular updates on patient status, referral progress, and cost implications.


Inventory Monitoring

The position includes tracking and maintaining records of medical and non-medical supplies, ensuring proper documentation of incoming and outgoing materials.


Emergency & Escort Duties

The Referral Assistant may serve as a referral escort in emergency situations, support night shifts during staffing gaps, manage ambulance support, coordinate blood donors, and assist in back-referral processes with the Health & Nutrition team.


Collaboration & Networking

The role requires maintaining strong coordination with stakeholders at the referral hub to enhance collaboration, resource sharing, and operational efficiency.


Patient-Centered Services

The position ensures patient-friendly services and contributes to a supportive and efficient referral hub environment.


Safeguarding Responsibilities

The Referral Assistant will:

  • Ensure protection of program participants and staff from harm, abuse, neglect, harassment, and exploitation (including SEA)
  • Promote and implement safeguarding standards in all activities
  • Act as a focal point for safeguarding guidance within the team
  • Follow proper reporting procedures for any safeguarding incidents and encourage compliance among staff
