Human Relief Foundation (HRF), Bangladesh is preparing for an anticipated donor-funded Community-Based Child Protection Project focused on strengthening and reactivating Community-Based Child Protection Committees (CBCPCs) across Rohingya camps and selected high-risk districts in Bangladesh.
The project aims to support government-led child protection systems through community coordination, volunteer mobilization, safeguarding compliance, referral systems, monitoring, documentation, and evidence-based reporting.
The organization is seeking a MEAL Manager based primarily in Dhaka with extensive field travel responsibilities.
Purpose of the Position
The MEAL Manager will lead the Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the project to ensure accurate tracking, verification, analysis, documentation, and reporting of project results.
The role will work closely with the MIS Manager and technical teams to maintain reliable databases, dashboards, and evidence systems for quarterly reporting and donor compliance.
Key Responsibilities
MEAL System Leadership
The MEAL Manager will design and manage the overall MEAL framework, including indicators, monitoring plans, reporting systems, and verification processes. The role includes developing tools for CBCPC mapping, volunteer tracking, referral monitoring, safeguarding, and community engagement while ensuring alignment with donor requirements, safeguarding standards, and project SOPs.
Monitoring & Results Measurement
The position will track key indicators related to CBCPC functionality, community engagement, referrals, safeguarding, and capacity building. It includes developing indicator reference sheets, ensuring consistent data collection, verifying field evidence, analyzing progress, and recommending corrective actions.
Data Quality Assurance (DQA)
The MEAL Manager will conduct routine data quality checks, field verification, and consistency reviews to ensure accuracy and reliability. The role also leads quarterly validation processes and coordinates with MIS teams on database management and dashboard development.
CBCPC Functionality Monitoring
The role includes monitoring CBCPC performance, including membership structure, meeting frequency, referral systems, documentation quality, and community participation. Both quantitative and qualitative assessments will be used to measure progress and sustainability.
Reporting & Documentation
The position is responsible for preparing and validating monthly, quarterly, and donor reports. It ensures reporting includes achievements, challenges, lessons learned, and corrective actions, and supports evidence-based reporting for donor deliverables.
Accountability & Feedback Mechanisms
The MEAL Manager will integrate community feedback, complaints, and safeguarding concerns into MEAL systems while ensuring confidentiality and ethical data handling. The role also supports corrective action tracking and adaptive programming.
Learning & Adaptive Management
The position facilitates learning reviews, documents best practices, and produces learning briefs and evidence summaries to improve project implementation and sustainability.
Field Monitoring & Team Support
The role involves regular field visits, mentoring MEAL and field teams, and supporting proper use of digital tools such as Kobo/ODK for data collection and reporting.
MIS & Data Protection
The MEAL Manager ensures secure data systems, supports dashboard development, and guarantees compliance with data protection and safeguarding standards for sensitive information.
