  • Bachelor/Honors, Bachelor of Business Studies (BBS)

Experience


  • 4 Year

Additional Requirements

  • Age: Maximum 35 years.

  • Proven expertise in quantitative and qualitative research, management information systems, data quality assessment, reporting, data analysis, and presentation.

  • Strong knowledge of results-based management (RBM), project design, and project cycle management.

  • Advanced skills in information and database management.

  • Demonstrated experience in designing and implementing baseline and endline studies, programme reviews, evaluations, and other types of assessments.

  • Prior experience working with international donor-funded projects.

  • Fluent in spoken and written English and Bangla, with excellent writing, editing, and communication skills.

  • Proficient in computer applications and data management tools.

  • Strong analytical and problem-solving abilities.


Experience

  • A minimum of 4 years of relevant experience in Monitoring and Evaluation (M&E) roles within national or international development organizations.

  • Experience working with a humanitarian organization will be considered an added advantage.


Responsibilities & Context

Contract Period

Initially for one (01) year, with the possibility of extension based on performance and availability of funds.

Reporting To

Director/Deputy Director, Planning and Development (P&D) Department

Time Allocation

100% dedicated to the PMER (Planning, Monitoring, Evaluation, and Reporting) functions.


Overall Responsibility

The Senior PMER Officer will work closely with the PMER team of BDRCS to enhance the effectiveness and efficiency of planning, monitoring, evaluation, and reporting systems. The role includes implementing the PMER Plan of Action, operationalizing the PMER Framework, and building the capacity of staff and volunteers in PMER-related areas.


Key Responsibilities

Planning

  • Support the PMER team in preparing the annual operational plan and budget for the P&D Department and the PMER Section.

  • Collaborate with other teams to assist in operational planning and budgeting for various departments and units.

  • Provide technical input to ensure that project and programme designs align with BDRCS standards and results-based management (RBM) principles.

  • Contribute to the strategic planning process of BDRCS in coordination with the P&D and PMER teams.


Monitoring and Evaluation

  • Assist in developing standard M&E guidelines, tools, and templates for consistent use across programmes and projects.

  • Provide technical assistance to departments and units to ensure systematic monitoring and evaluation in accordance with approved M&E plans.

  • Support the PMER team in tracking progress against operational and strategic plans of BDRCS.

  • Manage information systems and databases, and contribute to the development and functionality of the Management Information System (MIS) for BDRCS.

  • Assist in the collection and analysis of indicator-based data on a regular basis.

  • Participate in internal evaluations, reviews, and surveys of programmes and projects.

  • Serve as a member of the Evaluation Management Team for external evaluations.

  • Collaborate with the team to establish a standardized system for collecting, managing, and responding to community feedback and stakeholder concerns.


Reporting

  • Contribute to the preparation of the annual report for BDRCS.

  • Prepare quarterly activity reports and event summaries for the P&D Department and PMER Section.

  • Support the timely preparation of the Half-Yearly Report by ensuring inputs from all departments are consolidated.

  • Assist in producing technical, analytical, and M&E reports as required.

  • Provide technical guidance to ensure the quality and accuracy of Pledge-Based Reports and operational updates across different programmes.
