  • Experience: Minimum 5 years in construction/infrastructure projects, including at least 2 years in humanitarian, emergency, or NGO settings

    • Proven experience in project site supervision and BOQ preparation

    • Proficiency in engineering software (e.g., AutoCAD, MS Project)

    • Knowledge of climate-resilient and eco-friendly construction methods

  • Soft Skills:
    • Strong communication, coordination, and problem-solving abilities

    • Ability to work under pressure in remote or disaster-prone areas

  • Other Requirements:
    • Registration with a recognized engineering body (preferred)
    • Willingness to travel frequently to field/project sites
    • Proficiency in both English and Bangla (spoken and written)

Eco-Social Development Organization (ESDO), founded in 1988, is a leading Bangladeshi NGO working to uplift poor and marginalized communities. With over 35 years of experience, ESDO has successfully implemented programs in livelihoods, food security, education, women’s empowerment, health, child rights, youth engagement, and support for ethnic minorities. Guided by a community-driven, participatory approach, ESDO now operates across 408 upazilas in 53 districts, reaching over 15 million people and contributing to the national development agenda and UN Sustainable Development Goals (SDGs).

Job Responsibilities
  • Ensure technical compliance with ACI/BNBC construction codes and guidelines.
  • Lead and supervise all civil engineering and infrastructure activities within the project area.
  • Prepare engineering designs, drawings, Bills of Quantities (BOQs), and technical specifications for infrastructure projects (e.g., shelters, WASH facilities, and community assets).
  • Develop work and procurement plans; prepare progress reports in coordination with the project team.
  • Oversee on-site construction to ensure timely, quality delivery within budget and safety standards.
  • Monitor and evaluate contractor performance; certify completed work and enforce environmental and safety standards.
  • Liaise with CiCs (Camp-in-Charge), RRRC, UN agencies (e.g., IOM), and other stakeholders for technical approvals and coordination.
  • Identify and document construction defects (major or minor); ensure timely rectification and record them in the Non-Compliance Register (NCR).
  • Verify safety, cleanliness, and quality standards on-site, including worker conditions and tools used.
  • Ensure QA documentation and record-keeping for all construction stages.
  • Recommend exclusion of defective work from contractor payments where necessary.
  • Submit written findings and compliance proposals with deadlines to senior management.
  • Participate in high-level decision-making and technical communications with project partners and donors.
