5–7 years of relevant experience in Monitoring and Evaluation (M&E) within development or humanitarian NGOs.

Strong experience with both qualitative and quantitative research methods.
Demonstrated experience in data analysis and information management.
Willingness and ability to travel as required by the project.
Proficient in MS Office applications (Word, Excel, PowerPoint, Outlook).
Excellent communication skills in both Bangla and English (written and verbal). Fluency in Chittagong is desirable.
Experience working in child protection, food security & livelihoods (FSL), and technical and vocational education and training (TVET).
Familiarity with MEAL tools (e.g., Kobo Toolbox, COMM Care, ODK, DHIS2) and data analysis software (e.g., Excel, SPSS, Stata, Power BI).
Prior experience coordinating with or working in consortium or multi-agency contexts.

Responsibilities & Context
Breaking the Silence is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 September 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children and women. The organization is going to implement a project " Providing quality humanitarian & development assistance to minimize Child Protection, SGBV risks and Building Peace in Cox’s Bazar Area " at Ukhiya and Cox’s Sadar in Cox’s Bazar District. The project will be implemented by the support of Save the Children. BTS is going to recruit a ‘MEAL Officer’ for the mentioned project and the position’s desk office will be at Cox’s Bazar Sadar.

Job Description / Responsibilities:
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer will support the development, implementation, and continuous improvement of MEAL systems for BTS’s project activities. The position ensures evidence-based programming through quality data collection, analysis, reporting, and adaptive learning. The role will uphold safeguarding standards and ensure accountability to project participants and stakeholders.
MEAL Technical Support and System Development:
- Develop and periodically update MEAL frameworks, tools, and methodologies aligned with project objectives and donor requirements.
- Contribute to the design and periodic review of BTS’s MEAL strategy, ensuring alignment with organizational goals.
- Regularly revise M&E plans to stay aligned with project evolution and adaptive management needs.
- Develop and maintain a digital database and user manual, including mobile survey tools.
- Maintain a regional mapping of interventions and key sector actors.
- Create and update a central repository of needs assessments and relevant secondary data sources.
MEAL Implementation and Management:
- Ensure accurate, reliable, and timely data collection, analysis, and reporting for all project activities.
- Establish and manage a system to monitor project performance against key indicators and targets.
- Conduct regular field visits to support monitoring, verify data, provide technical support, and identify areas for improvement.
- Lead and coordinate baseline, midline, endline, and other assessments.
- Support field teams (including Skill Development Officers, Facilitators, and Volunteers) in day-to-day data collection and quality control.
- Ensure full compliance with data protection protocols and confidentiality standards.
- Promote and ensure adherence to BTS Child Safeguarding Policy and SCI PSEAH guidelines.
- Maintain coordination with Save the Children International (SCI) MEAL teams and relevant project actors.
Learning and Adaptation:
- Develop and implement a project-specific learning agenda to support continuous improvement.
- Document and disseminate best practices, lessons learned, success stories, and case studies.
- Analyze MEAL data to support evidence-based decision-making and adaptive programming.
Accountability Mechanisms:
- In collaboration with safeguarding focal points, establish and manage feedback and complaint mechanisms.
- Ensure community feedback is addressed promptly, transparently, and effectively.
- Promote transparency by sharing project results with communities and stakeholders.
- Manage the project’s accountability database and generate insights for program improvement.
- Train staff and volunteers on the use of feedback and complaint handling tools and protocols.
Data Management and Protection:
- Enforce Data Protection and Information Sharing Protocols (DPISP).
- Monitor access to and use of sensitive data and ensure compliance with ethical standards.
- Validate, clean, and prepare data for analysis, ensuring accuracy and completeness.
- Supervise proper usage of data collection systems, databases, and file management procedures.
Cross-Departmental Collaboration and Representation:
- Collaborate with finance, HR, logistics, and security teams to ensure adequate MEAL resourcing and operational support.
- Represent BTS in MEAL-related forums, workshops, and coordination meetings.
- Prepare and submit timely MEAL reports to project management and donors.
- Be available to respond to emergencies and undertake other duties as assigned by management.
Others:
- Be able and willing to respond to natural disasters or emergencies, when needed, and any other task assigned by the Supervisor and /or Senior Management of BTS.
Tenure of Services Contract:
- 3 (Three) months probation period.
- After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project’s lifetime.
