Responsibilities & Context

The Manager will oversee the overall coordination and management of designated camps within the Rohingya refugee settlements and nearby host communities under the Humanitarian-Development Coexistence (HDC) Nexus project. This role ensures efficient delivery of multi-sectoral services—including health, WASH, MHPSS, education, livelihoods, protection, CCCM, and shelter—through strong collaboration with humanitarian actors, government authorities, and internal BRAC sectors. The Manager provides strategic leadership at the camp level, ensuring effective stakeholder engagement, accountability to affected populations, and the implementation of integrated project initiatives.

The position also manages camp-level planning, budgeting, and execution while applying risk and resource management principles to achieve both humanitarian and development objectives. The Manager is responsible for problem-solving, tracking progress, and ensuring timely delivery of quality services, coordinating closely with the Camp-in-Charge (CiC), UN agencies, local authorities, NGOs, INGOs, and community representatives.

Camp Management and Coordination

  • Lead the coordination and delivery of integrated multi-sectoral services within assigned camps and neighboring host communities.

  • Facilitate collaboration among sector staff and humanitarian actors through streamlined reporting and coordination mechanisms.

  • Serve as the primary liaison at the camp level with CiCs, UN agencies, INGOs, NGOs, and relevant stakeholders to ensure harmonized service delivery and address service gaps.

  • Oversee integrated service delivery, including supervision, consolidation of community groups, engagement of outreach volunteers across sectors, and establishment of co-located service facilities.

  • Strengthen community groups and volunteer capacity to prevent duplication and ensure inclusive engagement.

  • Monitor infrastructure maintenance and development in line with camp meso-plans, including roads, shelters, and drainage systems, using sustainable practices.

  • Participate in joint needs assessments and strategic planning led by humanitarian coordination systems or government authorities.

  • Work with host community leaders to ensure equitable services and promote social cohesion.

Project Implementation and Quality Assurance

  • Coordinate the camp-level implementation of HDC project components, ensuring timely and effective delivery aligned with project objectives.

  • Ensure compliance with donor requirements, humanitarian standards, and accountability to affected populations.

  • Support capacity building of project staff, sector leads, and community volunteers on the integrated service delivery model.

  • Track and evaluate project indicators and outputs to support evidence-based decision-making and adaptive management at the camp level.

Leadership, Team Management, and Capacity Building

  • Lead the camp project team, ensuring alignment with sector focal points and technical experts for a unified approach.

  • Provide mentorship and guidance to team members and volunteers, fostering teamwork, ethical conduct, and a positive work environment.

  • Conduct orientation and refresher training for camp staff and community groups on roles, responsibilities, and sector integration.

  • Participate in recruitment and performance appraisal of camp staff, ensuring quality and accountability.

Operational Oversight and Compliance

  • Monitor camp-level budgets, procurement, and activity plans in coordination with finance and logistics units.

  • Ensure timely and accurate reporting of project deliverables, maintaining documentation per BRAC and donor standards.

  • Coordinate with technical teams for procurement and distribution of materials.

Safeguarding Implementation

  • Ensure the safety of programme participants, team members, and those in contact with the organization from harm, abuse, neglect, harassment, and exploitation, including sexual exploitation and abuse (SEA).

  • Act as a key source of guidance and expertise on safeguarding, promoting a safe working environment.

  • Advocate for safeguarding policies among team members and ensure their consistent implementation.

  • Follow safeguarding reporting procedures and encourage others to report any incidents.
